Search distance in the talent directory API

The talent directory API's place filter now takes a radius, as the jobs API's location filter does. A search for London with a 25-mile radius returns candidates who live in London and candidates whose home town or city is within 25 miles of it.

• radius is in kilometres, from 1 to 250, and decimals are allowed (8.05 is 5 mi)
• It widens a city or locality. Region and country places ignore it
• Only candidates who picked a city or town as their home match by distance. A candidate whose home is a whole region or country still matches that place, but never by distance
• The response count and paging include the nearby candidates
• Without radius, a place search returns candidates in the place only. There is no default distance

The SDK's board.talent.list() accepts radius. Build the same distance choices as job search with searchRadiusOptions, defaultSearchRadius, and distanceUnitForCountry from @cavuno/board/format.
